Mie Gacoan Director Named as Suspect — Here’s the Chronology According to the Complainant

REPUBLIKA.CO.ID, JAKARTA – On June 24, 2025, the Bali Regional Police (Polda Bali) officially named IAS, the director of PT Mitra Bali Sukses (Mie Gacoan), as a suspect in an alleged copyright infringement case. The Indonesian Music Licensing Center (Sentra Lisensi Musik Indonesia, or Selmi), acting as the reporting collective management organization (LMK), presented evidence leading to the designation of the suspect.

According to the police, Mie Gacoan allegedly intentionally and unlawfully made phonograms available to the public for commercial use, whether through wired or wireless means. The designation of the suspect was issued under Letter No. B/754/VI/RES.2.1/2025/Ditreskrimsus, dated June 24, 2025.

“As the complainant, Selmi was forced to take legal action because Mie Gacoan failed to obtain the appropriate license for the use of songs and/or music, despite multiple meetings, communications, and outreach efforts since 2022,” stated Selmi’s legal counsel, Ramsudin Manulang, in a press release on Monday, July 21, 2025.

Selmi stated that warnings had been issued and that mediation efforts had been pursued. However, Mie Gacoan continued to use songs and/or music without obtaining the necessary license from LMKN..

This situation led to mounting objections from rights holders directed at Selmi, since the commercial use of songs and/or music requires a license from LMKN. Selmi emphasized that the naming of the suspect marks an important step toward fostering legal compliance in the commercial sector, while also serving as a firm warning to other businesses to respect the economic rights of creators, performers, and recording producers. Any commercial use of songs and/or music must be properly licensed through LMKN.

According to Selmi, coordination with Mie Gacoan’s legal team at the head office began on November 7, 2022. However, no agreement on royalty payments had been reached by 2023.

Due to the lack of progress on royalty payments, on August 22, 2024, Selmi’s licensing team collected evidence of suspected copyright violations at the Mie Gacoan Bali outlet. Based on this evidence, Selmi filed a report with the Bali Police Department concerning the Mie Gacoan outlet on Teuku Umar Street in Bali on August 26 of that year.

On May 9, 2025, during the investigative process, the party in question requested mediation at the Bali Police Department (Polda Bali). Both parties agreed that Mie Gacoan would submit data by May 16, 2025, regarding the number of outlets, number of seats, and years in operation. However, no agreement was reached between the complainant and the reported party.

Due to the lack of agreement, an updated SP2HP (Notification Letter on Investigation Progress) was issued on May 14, 2025, under No. B/49/V/RES.1.24/2025/Ditreskrimsus. Ten days later, a formal letter designating the Director of PT Mitra Bali Sukses as a suspect was issued.

As of now, Mie Gacoan has not issued an official statement regarding the suspect designation.
