Encouraging Creative Industry Commercialization: Kemenko Kumham Imipas and West Java Regional Office Strengthen Regulatory Synergy

Bandung, July 10, 2025 — The Coordinating Ministry for Law, Human Rights, Immigration, and Corrections (Kemenko Kumham Imipas), together with the West Java Regional Office of the Ministry of Law and Human Rights, held a Coordination Meeting on Strengthening Regulatory and Policy Synergy to Promote the Commercialization of the Creative Industry and Enhance Regional Competitiveness on Thursday (July 10), at the Auditorium of the West Java Regional Office.

This event served as a coordination forum between central government, regional government, academics, and industry players to align perspectives and strengthen synergy in the formulation and implementation of regulations. The aim is to build an inclusive, competitive, and sustainable creative industry ecosystem in West Java.

“Art, music, animation, design, and regional culinary products need strong legal support to be competitive, not only nationally but also internationally,” said Asep.

He expressed hope that the forum could formulate concrete steps to address the needs of intellectual property (IP) protection and utilization at the regional level.

“We don’t want this meeting to result in recommendations only — it must become a solid foundation for collaborative and applicable policy-making,” he added.

Meanwhile, Assistant Deputy for Empowerment, Utilization, and Protection of Intellectual Property (P3KI) at Kemenko Kumham Imipas, Syarifuddin, highlighted the importance of multi-stakeholder involvement in driving sustainable legal reform.

“We encourage mapping of policy needs that can strengthen institutions and improve regulations so that IP protection can be truly felt on the ground,” said Syarifuddin.

“Active participation from local governments, academics, artists, and the community is key to ensuring that this legal reform is not elitist, but inclusive and implementable,” he continued.

As a speaker, Dinoroy Marganda Aritonang, a lecturer at STIA LAN Bandung Polytechnic, presented various issues hindering effective IP management.

“There are still many challenges to address, such as bureaucracy in song royalty management, weak accountability of Collective Management Organizations (LMK), and suboptimal existing management systems,” explained Dinoroy.

“Digitalization and strict law enforcement are urgent agendas,” he continued

Jusak Irwan Sutiono, Chair of the Indonesian Music Rights Association (Sentral Musik Indonesia), also highlighted the low level of royalty payment compliance among businesses in various sectors.

“Compliance is still low due to the lack of system integration. One solution is to require proof of royalty payment as part of business licensing,” said Jusak.

“In addition, public education, clear technical guidelines, and cross-agency cooperation must be strengthened. Without consistent supervision and law enforcement, policies will be hard to implement,” he added.

Overall, the meeting emphasized the importance of cross-sector synergy, policy integration, institutional strengthening, education, digital system development, and supervision and law enforcement. These steps are believed to accelerate the growth of the creative industry, particularly music, making it not only an economic driver but also a means to improve the welfare of West Java’s people.
